What type of gift or debit card is the cheapest to purchase? Do I have to be over 18?

I want to buy one for about 40-50 but I care about the purchase fee for the cards. Is there specific ones that cost less than 5?
Also, would it be better to buy a debit or debit gift card? I don’t want those unnecessary fees, and I believe the gift cards dont have them.
